1.采购范围：本项目提供后勤保障物资、食品原材料供应，配套物资运输、配送、装卸、质量保障及后勤人工服务。Scope of Procurement: This project covers the supply of logistics support materials and food raw materials, together with supporting services including material transportation, delivery, loading unloading, quality assurance and logistics manpower services.

2.主要技术要求: Main Technical Requirements:

（1）**人员后勤服务范围涵盖甲方****，****油田、****油田、****油田，以及甲方后续书面另行指定的作业井场、临时营地。The scope of logistics services for Chinese personnel covers all camps and operational well teams of the Employer within Iraq, including but not limited to Maysan Oilfield, South East Baghdad Oilfield and Ahdeb Oilfield, as well as well locations and temporary camps additionally designated in writing by the Employer thereafter.

（2）伊方人员服务范围仅限米桑片区 WB 营地、FQ 营地、BU 片区及米桑片区内各作业井队。乙方须按照甲方指令，向指定地点派驻服务人员。The services for Iraqi personnel shall be limited to WB Camp, FQ Camp, BU Area within the Missan zone and all operating well crews in the Missan zone. The Contractor shall deploy service personnel to designated locations in accordance with the Client’s instructions.

（3）后勤配餐服务范围（含食材供应、后勤低值易耗品供应）仅限米桑片区 WB 营地、FQ 营地、BU 片区及米桑片区内各作业井队。承包商负责米桑片区内食材、饮品、调味品、饮用水、餐饮耗材，以及保洁、洗衣、客房服务所需各类后勤消耗物资的采购与供应；供应品类包含肉禽水产、蛋奶果蔬、米面粮油、调味品及中式食品原辅料等。The scope of catering logistics services (including food supply and supply of low-value logistics consumables) shall be limited to WB Camp, FQ Camp, BU Area within the Missan zone and all operating well crews in the Missan zone. The Contractor shall be responsible for the procurement and supply of foodstuffs, beverages, condiments, drinking water, catering consumables, and all kinds of logistics consumables required for cleaning, laundry and housekeeping services within the Missan zone. The supply categories include meat, poultry, aquatic products, eggs, dairy, fruits and vegetables, rice, flour, grain and oil, condiments, raw and auxiliary materials for Chinese food, etc.

（4）承包商配置足额合规的**管理人员、厨师及伊拉克本地员工，保障各站点餐饮、保洁、洗衣、仓储等后勤服务不间断运行。所有人员完成身份备案，无传染性及岗位禁忌疾病，持有效健康证明上岗。The Contractor shall deploy sufficient and compliant Chinese management personnel and chefs together with local Iraqi employees, to ensure the uninterrupted operation of catering, cleaning, laundry and warehousing logistics services at all sites. All personnel shall complete identity registration, be free of infectious diseases and post-contraindicated diseases, and hold valid health certificates before taking up their posts. 3.（5）服务周期service period：24个月twenty-four months

1. ★业绩要求Performance Requirement:

（1）2023 年 1 月 1 日起至投标截止日止（业绩认定以合同签署时间为准），投标人须具备至少 1 项伊拉克境内后勤物资供应及人员服务项目业绩，且该业绩须满足技术规格书的相关要求。 The Bidder shall have at least one project performance of logistics material supply and manpower service within Iraq, with the contract signing date falling between 1 January 2023 and the tender closing date. Such performance shall comply with the relevant requirements stipulated in the Technical Specification.

（2）投标人须提交相关业绩证明文件。业绩证明文件包括：合同和发票证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同名称，业绩等证明材料。The bidder shall submit relevant performance supporting documents, including contracts and invoice supporting materials. The submitted performance documents must reflect at least the following information: contract signing date, contract name and performance details.

（3）未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。

Failure to submit performance supporting documents, or where the submitted performance documents fail to verify compliance with the above performance requirements, shall be deemed as invalid performance.

2. ★资质要求Qualification Requirements：

（1）投标人具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照（如有），投标时需提供原件扫描件（原件备查）。****事业单位的，****事业单位法人证书，投标时需提供原件扫描件（原件备查）。

The bidder shall hold a legally valid Business License for Enterprise Legal Person, Tax Registration Certificate and Organization Code Certificate, or a unified business license (if applicable). Scanned copies of the original documents shall be submitted at the time of bidding (original documents to be available for inspection). Where the bidder is a public institution, it shall possess a legally valid Institution Legal Person Certificate and submit scanned copies of the original document upon bidding (original document to be available for inspection).

（2）****政府部门颁发的食品经营或者卫生许可等食品健康相关证书，并提供ISO 22000:2018 食品安全管理体系体系证书或等效证书。The bidders are required to provide relevant certificates issued by government departments regarding food operation or hygiene, such as food health-related certificates. They must also provide an ISO 22000:2018 food safety management system certificate or an equivalent certificate.

供应商投标意愿响应时必须提供资质要求的证明文件，否则视为无效响应。When suppliers respond to the bidding invitation, they must provide the supporting documents that meet the qualification requirements; otherwise, their responses will be regarded as invalid.
